LONDON — Britain appointed a female cabinet secretary to head up the civil service for the first time Thursday. Antonia Romeo, who currently leads the U.K. Home Office, will take over from Chris Wormald, who left government earlier this month after just over a year in post. Romeo is the first woman to be appointed cabinet secretary, a key role advising the prime minister and other senior members of the government.
